Adobe Creative Cloud Application Manager

When I try to open the Adobe apps I get an error message stating that the Application Manager that verifies the license is missing. I started a chat  with adobe and updated the computer to the lastes version of Windows 10, but it still did not fix the problem. Can anyone tell me what needs to be done to resolve the problem?
