Adobe User Count Issue

Please share a brief context about the Adobe product & type of Subscription that you are referring to, in order to provide you accurate details.  

In case you have an Individual plan for the creative cloud license, you have to purchase a new license for another user. 

If you have a team then I would suggest getting a Teams or Enterprise contract wherein you could manage the users and licenses as per your requirements: https://www.adobe.com/creativecloud/business/teams.html

If you have a multi-user environment, you'll have to purchase more licenses, one license per user. Sharing licenses is not permitted.

Adobe allows individual subscribers to log-in to two devices at a time. If you need to connect to a third or fourth device, you must log-out of your other devices first.
