App windows are stuck and pinned to desktop with advanced system settings changes.

Recently I was looking to optimise the performance of my computer and came across a frustrating glitch that I wanted to bring to people's attention. In Windows 11, if you open up "System Properties" > "Advanced" > "Performance" > "Settings", and under the "Visual Effects" tab there is a setting that locks Adobe program windows to their position on the screen in error. If you have the setting "Show window contents while dragging" unchecked, it will lock the windows to whatever positions they are currently opened in or whatever position they start up in. You are able to resize, full screen, minimize, or "dock" if you have that setting enable on Windows 11, but you cannot drag the window around from where it's unexpectedly pinned. Hope this helps a few people.
