Application Error . When open Creative Cloud got error Adobe CEF Helper

C:\Program Files\Common Files\Adobe\Adobe Desktop Common\HEX\Adobe CEF Helper.exe C:\Windows\System32\KERNELBASE.dll

Full uninstall CC then use AdobeCreativeCloudCleanerTool. All  faq  from support not work. 
Someone Help please . Last chance is fully reinstall Windows.
