Arabic paragraph Right to Left cc 2021

[Moderator moved from Using the Community (forums) to Creative Cloud Services.]

 

The solution for this before installing the language must be in mid east or arabic.
But on latest version. even you do that settings, still no option for this, maybe soon they will apply.

If you're referring to the Paragraph Direction option shown below in Photoshop 2021

I assure you that Adobe never removed this option since they took over Middle Eastern localization from "Winsoft" back in 2013. This option can be found at least in Photoshop, Illustrator, InDesign, and to some extent in Acrobat Pro.
