Best Adobe app for editing photographs

I've been around forever, but I think my neurones are giving up. I use Adobe Acrobat DC on a daily basis, but now I am being asked to edit family/friends photographs to include things like spot fixing where the photo has deteriorated over time behind glass/plastic.

So of all Adobe's evolving range of software and applications which would be best for photo-touching up please. I really do not want to buy in to the whole range.

If you go for Photoshop, consider the Photography plan. I includes Photoshop and Lightroom Classic (Adobe adds also Lightroom, but with 20Gb of cloud space, Lightroom is practically unusable)

Thank you all three of you*** for getting back to me. Unsurprisingly in one way or another, all answers were correct and when combined, I bought the relevant package which I am now using (the 20GB Photography plan in case you were wondering 🙂

Depending on what you need to do, Lightroom Classic is a digital darkroom for desktop.  And Photoshop is a must have for more advanced retouching.  But the learning curve can be quite steep.  You'll find many tutorials on YouTube.
