Best animation software for anime

Hello,

 

I'm new here. I'd like to learn 2D animation, and eventually create a short anime as a first project. I see there are several animation apps in CC. Which one would you recommend to create cartoons that meet industry standards?

    Use Illustrator for vector graphics.

    Use Character Animator or After Effects to create 2D animation.
