Can adobe do these things

I’m trying to accomplish 3 things on an iPad accessible later on a pc

1. Input into a form

2. Create a hand drawing related to the form

3. Take a picture that I can mark up with corresponding notes related to the form

4. Save as a PDF and email for viewing on a pc

Is there a way to do this?

yes.

start with adobe scan. you can do most, if not everything (depending on where that form starts) you want with that one program.
