Can I delete file in APCLocal folder?

I see a huge file in APCLocal folder but I am not sure It can delete.

for files/folders unrelated to the os you can archive the files/folder and test for a few weeks (including, at least, one computer boot) and, if there are no problems, delete the archive.  if there are problems, restore the archived folder/files
