I sent a public link with download privileges to a client. He could see the layered doc, but his comments never reached me.

Can non CC members leave comments and how?

Yes. You do not have to have an Adobe ID to make a comment. If you are not signed in you will be asked to provide an email address (but this will not be shared with anyone).
