Can't download any Adobe Cloud files

I get emails to learn how to do XYZ. I click on the link and it takes me to the cloud. Then I'm asked to install PS or AI or ID or whatever which is already on my machine. Very frustrating that the assets never open. I can't download the test file or open in the appropriate app. Not sure but it's an ongoing problem and the end result is I rarely bother with behance.
