Can't stop ADOBE IPC Broker from constantly running blocks everything on computer

I have a computer running under Windows 10. Adobe IPC Broker is constantly looping and flashes a error message "The code execution cannot proceed because CRClient.dll was not found". In Task Manager a new line for the ICP broker appears about every 30 sec. I can't even turn off the computer usiing Windows because of this program looping. How do I get control of the computer back?

I can't delete the program because it is running and I can't get it to stop running.
