Can't sync any files

I have all the collaborative folders together (124 folders with 90 gigs). Last week we had an issue where we ran out of space. I cleaned out the archive and got things working again for all users, except for my folder. I basically have all of the folders. None of them will sync. The only message is about a specific .icml file. There are almost 90 Gigs of files but it only messages me about this one. It has no error code associated with it with the warning prompt. I traced back that file back to the web folder... which is not in CC folder on my Mac. I said it was marked private so I made it public. About 1 minute later all of my folders got the green check mark and  dropped their orange warning symbols except for the parent folder that contains that one file. I drilled down through the subfolders and looked for the file. I couldn't see it so it obviously hasn't synced. Then about 1 minute later every folder/sub-folder now has a orange warning symbol.

I can't find the designer who is responsible for that file/folder to get permission to delete it.

How can one file prevent all of them from syncing.  Using V 3.8.0.210 with OS 10.8.5. Suggestions?
