cc libraries

Hi so my libraries started showing the cannot initialise message after following all the steps to fix, it showed the download cc to use libraries when I have it installed already. 

I have tried to download libraries manually but it says installer corrupted try to redownload again. 

If anyone has any solutions would appreciate the help!
