CC Library Upload Bandwidth Hog

Besides setting upload/download speeds to 25%, is there anything else that can be done to limit CC Libraries using up a whole network's bandwidth?

We have 11 people in our office of 30 using Adobe CC. If someone goes to upload new files to a CC Library it kills bandwidth on all other computers in the office. We've tried setting speeds to 25% in the CC app already and that doesn't seem to have any effect.

Is there anything else we can try?
