CC Panel in Applications Not Working

I have tried going through the steps shown here:

Solution to the issue: Adobe Creative Cloud Libraries panel doesn't load in desktop products

And I am still having issues. When I tried the " Ensure that your firewall is not blocking Creative Cloud–associated processes" step, my web browser came up with the message "upgrade required" ... Also, I am working on a PC.

I checked to make sure I have all of my applications up-to-date, and I do. But still no luck. The panel is working in illustrator or indesign.
