Click and Drag not working (InDesign, Illustrator, Photoshop)

I can start a project in any of the three programs (In, AI, PS) I can create shapes, content boxes, or insert a photo and click and drag it into place at the scale I want.

However when I try to resize it after the original placement it will not resize. I can move things with the arow keys, I can select corners and click and drag to select things, I just can not move the items once I click them. Sometimes, It will also work for one or two click and drags and then stop working again.

I have rename the Adobe Illustrator XX folders.

I have uninstalled and reinstalled. New and older versions.

I have deleted previous versions and all the folders in my system.

I have tried closing all other apps and only running one of these programs at a time.

This is a recent thing, within the past month on my PC.  It works on my Desktop, something changed in the last month when I installed the latest update and it will not revert to the previous version.

Please help,

    Have you tried restarting your computer?

     

    When my mouse stops working, it’s usually caused by background processes draining resources from my computer such as real-time antivirus scans, backup services or OS updates. Once the background processes stop running, everything returns to normal.

    I have restarted my computer and cleared out everything from my cache, and it eventually fails.  I am going to try a new wired mouse, however nothing has changed.

    Check your Task Manager to see which processes are running in the background. 

    Ctrl+Shift+Esc

    I will look into this and see if it resets.  I wonder if I have clicked a setting somewhere, but it works temporarily and then stops.  This hasn’t happened to be before! :)

    I haven’t changed anything and the only thing I can think of is the latest update.

    @ProfessorWitman 

     

    The shortcut for hide/show the Bounding Box in Illustrator is Cmd (Ctrl) + Shift + B, so some users enable it by accident. When it is on, you can move an object, but not resize it.

    if you’re using a mouse, update your mouse drivers.

    I did this and it worked for about 5 minutes then stopped again.
