Cloud files not syncing from Mac to Ipad

First of all, my files are taking FOREVER to upload and show in the CC app on the desktop. I need a particular PSD file on the cloud, so I can work on it on Ipad, so I converted to cloud document, uploaded it, and it is not showing on the Ipad version of CC app. It is not showing on the Ipad Photoshop. It's been hours. Yes, I am logged in on the same account on both devices. I logged out on both, logged back in. I quit the app and reopened it on both.

Nothing. Any help is appreciated.
