Cloud storage

I have a new PC and trying to keep my files better organised.  If ITURN OFF the cloud sync option and then delete the files from my local hard dirve will they remian intact on the cloud?

If I then generate new work within the creative cloud folder locally and then turn the sync files option back on will this sync the folder or will it update the cloud folder. The difference being that a sync would make the cloud folder an exact duplicate of the local folder and an update would add the new files and leave the existing files on the cloud.
