My Adobe CC account storage shows that I have used 8.3GB of 20GB but I have no files, no photos, no anything that I know about in the storage. As far as I can ame out it's completely empty.  If it's empty what is the 8.3GB I am apparently using?

2 places to look.

1. Lightroom Web, lightroom.adobe.com

2 open the CC desktop app and click on the Cloud Icon in the upper right hand side then click on "Creative Cloud Web" at the bottom of the small window that opens.

Some how somw where you have uploaded files that are taking up that space

check your lightroom and spark links at the bottom left of your cc cloud storage page.  also, you must clear your cc trash, https://helpx.adobe.com/creative-cloud/help/delete-files-permanently.html

Thanks for the answer. The Lightroom "all photos" seems to be full of photos. Are these all "in the cloud"?  How does that happen when I don't even use lightroom? Does editing photos in PS automatically add them here as well? I just don't get this whole CC thing.
