Cloud Storage Almost Full - never updating after removing a lot from my storage.

My cloud storage is perpetually going up and has been reporting I am "almost full" for several months now. Despite the fact I have cleared out a heavy load of raw photos and other photos, it never adjusts down to reflect the storage being cleared up.

Yes already cleared the "deleted" bins as well. 

It seems this is a common issue by other forum posts in other communities in which the only solution offered is to completely delete ones cloud storage.

Is this going to be fixed?
