Comments are not being saved to the cloud; downloaded files are missing comments

I am making comments to a large document, but they are not saving to the cloud. To work around this, I am downloading the file every time I make comments, with the hopes up uploading that file to Adobe again and continue to the comments. However, now when I download the file, the page is missing the last 6 pages of comments, even though they appear in the document on the cloud. What am I suppose to do? This software flaw is posing a major challenge to my work, and I'm sure it's not new. Never happens with Google Docs.

if you're using the cc desktop app to download, try resetting the cc desktop app to see if that allows downloading the current document version

make sure it's in the foreground, then press:
Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

I have the free version. Can I use desktop?

with no subscription i'm not you can leave comments on documents.  do you see where that's allowed?
