Creative cloud -- Cloud Documents

Hello, apologies in advance...

I would like to know the difference between the cloud documents of the creative cloud, the local where Photoshop for iPad and fresco save files, and the Cloud of the creative cloud, where every other files are saved to.

Like, what differs one from the other, beyond the respective apps cloud save destinations? 

and I've seen a pop up(?) when I log in here on CC, about this new cloud space, and I've read the info there, but it wasn't clear to me the difference from one to another, and how do I save and open photoshop files from this cloud documents It said that I can save both Photoshop for iPad and Photoshop (desktop) files.
