Creative Cloud Libraries installation failed because it is incompatible with installed Adobe appllication ???

The only Adobe I have on my 64 bit computer (Windows 8.1) are files from creative cloud because my computer was taken back to "factory" the week before I downloaded CC

Should I uninstall, clean with tool and reinstall?
