Creative Cloud Libraries not showing up inside Photoshop/Illustrator

I had to redownload Creative Cloud Manager following a crash. It reappeared on my desktop seemingly fine. However, it does not show up inside Photoshop or Illustrator and I cannot access my Libraries as a result. As a professional designer, this is causing me a great deal of inconvenience as I rely on libraries throughout the day. I help to figure out why and what I can do. Thank you.
