Creative Cloud Libraries syncing paused and will not resume.

Since about January, I have not been able to access or add any shared cc libraries. In the libraries panel on illustrator and such it says, "Library syncing is paused. To fetch your libraries from Creative Cloud, please resume syncing." I press resume and nothing happens. I've tried going into my desktop app but it says and does the same thing.

I have a pc, not a mac FYI
