I have creative cloud desktop for windows for Photoshop, Lightroom, Lightroom classic and Camera Raw on a monthly subscription, £9.98 .

Open the Creative Cloud desktop in windows, it shows  Premier Rush as "Included with your subscription"

So I installed it and went through the tour, then at the end of the tour I made 3 projects and was prompted to purchase it for and additional £9.98 month beyond what I'm already paying. I have reached a limit of 3 why?

Yes, unfortunately that was a bit confusing how the apps were presented... But Adobe listened to user feedback and changed the layout:

Now, Premiere Rush no longer appears under "Available in your plan" – but rather further down under "Apps to try"... This is a significant improvement and helps make things clearer.

The Photography Plan doesn't include Premier Rush.  This is what's included:

  • Adobe Photoshop, and Photoshop on iPad.
  • Adobe Lightroom on desktop, mobile, and the web.
  • Adobe Lightroom Classic.
  • Adobe Portfolio.
  • Adobe Spark with premium features.
  • Adobe Bridge.
  • 20 GB cloud storage.

What you got was a Rush trial.  If you wish to keep using Rush, purchase it as a separate subscription.

That is a trial only.

You get Rush when you subscribe to Premiere Pro or the All Apps plan.

It looks like you bougth the Photography Plan, which does not include Premiere Rush.

But this might be a better question for the Premiere Rush forum rather than the Premiere Elements forum.
