Creative Cloud Sync Error

Since the latest update of Creative Cloud, I can not get my files to sync. I click Start Syncing button and 2 secs later a notification pops up saying 'Sync Error' with no explanation or solution.

I am running Windows 8.1 on my desktop and laptop. Both have the issue.   Laptop has Win 10 Preview and my files sync there without issue. 

I cannot uninstall just the CC because it says it is needed by the other Adobe programs.  I downloaded the latest version and reinstalled over itself with no change.

I'm not sure what the error is or how to solve it.. nothing I searched comes up with an answer...
