"Creative Cloud wants to make changes to this device" Pop-up will not go away

The pop-up keeps coming on to my doc every 10 seconds. I put in my computer password to make it disappear, but it does nothing. The pop-up still comes back. Now Creative Clouds won't even launch on my computer. I have no idea how to make the pop-up go away or creative cloud to open.
