Deleted files from cloud incorrectly (didn't archive first), still out of storage and am stuck.

In an attempt to create more storage on my creative cloud I permanently deleted the archive and then 'removed' several files from the folders without moving them to archive first. Now I'm still out of storage, but can't 'permanently delete.' What should I do?
