Download PDF issues

I am so frustrated right now.  I can't download and save any PDFs on my Mac that I receive. I've tried in Chrome, Safari and Firefox.  My preferred browser is Chrome, but I've had no luck with any of them.  I would like to chat with someone at Adobe, but there is no option to do that either.  HELP!
