Error 207 Tried Everything

Question

I just got a new windows 11 machine for school. I try downloading adobe creative cloud and every time the installer opens, it hangs at 1% untill it gives me the Error 207. I have tried everything. The machine has a new install of windows 11, fully updated everything from bios to ethernet drivers to usb drivers. Tried multiple connections and even ethernet. Tried every uninstaller and cleaner under the sun. Tried every network trouble shooting tip. Please help

use a browser that allows popups and cookies and contact adobe support by clicking here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human
