Hi Patricia,
We are sorry to hear about your difficulties. Please ensure that File Sync is turned on in both Illustrator or Indesign & in the Creative Cloud app. Please check if you're signed in with your Adobe ID or not from the help menu. Are you able to use CC Library on different Adobe applications?
Did you try signing out and then signing back again from both the apps to check if that makes any difference? Also, could you please check if, you're able to see libraries online at https://assets.adobe.com/
