Failure to sync files - what is the remedy?

Hello everyone,

I keep getting  'Some files failed to sync" notices.  Exploring the Adobe help pages, I find the Following:

"As a good first troubleshooting measure, turn off file sync and then turn it on again. Choose Preferences from the gear menu, and from the Files tab, choose Sync On/Off. This step alone can help resolve many syncing issues."

Having eventually found out that the "gear menu" is actually  the 3 spot menu nowadays, I did as suggested, but this has caused no improvement. I still cant sync.  files. None of the explanatory error messages listed on the Adobe help page appear or apply - e.g. strange characters in the file title, etc.

Any one got a solution??
