how to see the WORDS for the tools, instead of having to memorize the icons only for the tool needed

what setting is it to choose whether to see the WORDS for the tools, instead of having to memorize the icons for that tool.  Very frustrating having to go by only the icons. thank you for anyone who can help change this.

    The option to Show Tooltips is typically in your Preferences. 

    Exactly where depends on which software & version you're using.

     

    Below is an example from Photoshop.
