How to stop Cloud Storage from syncing deleted files?

I like to keep Cloud storage in sync. It's the biggest storage I have to back-up my files besides my portable hard-drive.

However, when I delete a file from my computer, or move it to another folder within the CC folder, Cloud Storage will download it right back to where it was. Is there any way to stop it from doing that?

Creative Cloud storage is not a replacement for primary hard disk space.
