I can't download apps from the creative cloud app because "I don't have IT permissions"

I'm trying to download some adobe apps, but I "don't have access to manage apps" because it thinks I need permissions from an IT administrator, even though I'm using a personal account. I am also having the same problem with my school account, but I don't see why I would have the same exact problem with both accounts. I don't know if the problem is my MacBook, my accounts, or something else. Please help. Using a 2019 MacBook pro.
