Internal redirect is not working at dispatcher level(IIS)

we have domain dev.abc.com that is mapped with internal redirect(/content/abc/learn/home.html), we have checked mapping in publish. it is looking fine but when we hit dev.abc.com in browser then it is getting redirect dev.abc.com/content.html. we have checked rule in .any and .config file. no where rule is mentioned. so , Please suggest that how we can rectify this issue?
