Is there an additional Typekit charge for fonts with Creative Cloud membership?

You don't purchase fonts with Typekit for "permanent use". You're paying a subscription. You either subscribe to Adobe Creative Cloud, and as part of the subscription, you can use the fonts as long as you pay your subscription. There is no additional charge. Or, you pay for a subscription to Typekit only.
