Issue sending email for revisions

When I try to add comments for revisions and enter in the person's email that I want to send the revision to. It doesn't work. However if I add the email address using the drop down it does work. Why isn't typing in the email working?

There are 20 programs in a full subscription, plus other non-subscription programs

We are using Creative Cloud to share files with a client. They comment on the file to ask for modifications. The issue is when they haven't yet commented on the file. The @8967549 function doesn't work. Is there anyway to allow the @ comment function in an entire directory instead of waiting for a user to comment?

I hope that makes sense.
