Library synchronisation problem

Hello, I currently have the problem that the cloud syncs for an infinitely long time after the restart. This only stops when I create a folder in the library. Synchronization works from PC to cloud. If I create a folder in CC Web, it does not appear on the PC. When reinstalling CC, it worked until restarting the PC. I have the problem on all computers where Adobe CC is installed. The support could not help me, except that I should reinstall CC. Does anyone here have similar problems?

reset the cc desktop app by making sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R

did that fix the problem?

p.s.  if the problem is fixable whether by resetting or adding a library folder, but returns when your computer restarts, there's something on your computer (that runs at system start) (eg, av, antimalware, cleaner etc) that's corrupting a

Unfortunately the problem still exists. Folder from PC to Web Cloud works. But from the web cloud to the PC does not work. This means that new folders do not appear on the second notebook either. The problem only affects the library. The files appear to sync normally.

contact adobe support.  there are 2 ways to contact adobe; chat and twitter:

chat:
use a browser that allows popups and cookies
and click here, https://helpx.adobe.com/contact.html?rghtup=autoOpen
in the chat field (lower right), type AGENT
be patient, it can take quite a while to reach a human.
