Loading Creative Cloud longer And can't sign in on my phone

I tried to do follow solution. Learn what to do if the Creative Cloud desktop app won't open or shows a spinning progress wheel. (adobe.com) i do all steps but it cant open. My plans is Student plans. i just membership week ago, Program can log in All app can be used normally but today I cannot use Photoshop and other app. programs to do verifycation and i followed suddenly Programs Loading Creative Cloud loops . and I can sign in on Creative cloud app with My id but Other id can sign in on Creative cloud app on phone

 

Dont know what to do? TT

Check to ensure your subscription is active and payment details are current.

1. Open CC Desktop App.
2. Click your Avatar (top right image) > Preferences > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar again.
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

it not work. I tried https://helpx.adobe.com/x-productkb/policy-pricing/activation-network-issues.htmlall step. But it same. i think this problem about my cc id. Other cc id can open cc apps . and i tried with other pc . my id can't open cc but other id can. My cc id have a problem?
