I am interested in producing content on Adobe Spark, but I don't have the time to do it myself. Where can I find graphic designers who know how to design in Spark? Is there a clearinghouse for this?

Try posting your job ad on Behance/Adobe Talent where freelance designers are likely to see it.

Keep in mind, most serious designers prefer to use pro-level software like Photoshop and Illustrator, not Spark which is mainly for consumer-level users who don't have much design experience.
