Maxed storage space on the cloud and I can't access the archive files

I have maxed out my storage space on the cloud and I can't access the files or archive online to delete, is there a server issue? I tried last night when it first came up telling me it was full and I couldn't access it then. I just get the rotating 4 squares on the screen

The error was resolved on July 1st.
