Photoshop Elements is a photo editor and raster image creator.  If you're new to digital design, this is good beginner app because the learning curve is not very steep.  Photoshop Elements 2020 (approx $100, no subscription needed)

This software bundle contains everything a digital photographer needs and more.

Creative Cloud Photography Plan (approx $10/month for 1 year subscription).

For vector graphics and illustrations, look at Adobe Illustrator included in the Creative Cloud all apps plan (31+apps & services).

What do you mean by "making some lovely pictures"?

Are you making drawings or editing photos?
