No Configs Folder in OOBE - I can't get Configs folder by....I only see ffc file in the new OOBE

Hello,

I open my Creative Cloud, but I don't have the right to manage my application.  And I found a solution but when I follow direction to locate ServiceConfig.xml file but there is no Configs folder in OOBE folder.

The URL everybody discussed is:

/Library/Application Support/Adobe/OOBE/Configs/ServiceConfig.xml

I also found a solution to recreate the oobe folder, but I still failed. I only see ffc file in the new OOBE folder.

I use the personal notebook,  macOS Big Sur. 11.4
