No space left in web storage but no files there

I am new to LR - I synced my digital photos folder and quickly get to 19.7 gb of 20gb used. PC VERY slow.

So, somehow found files in LR (presume indexes / albums on PC) and deleted all.

So, photos still in windows folder

Space in web storage still full, BUT creative cloud login says I have no files.

What do I do to free up the space??

Well, it looks as though I have fixed it. In LR, I deleted the (empty) albums, created a new album, transferred 8 photos into it, enabled the sync to the web - hey presto, the 9700 photos (that could not be seen) have disappeared - it looks as though I have my web space freed up.
