I didn't find any word about the artist and I didn't find anything on internet about the origin of this song.

Pazzaria TV a Magical B.T.S. Episodic Music, I found on youtube the song under that name, by the artist Daniel L Rappaport. The song is mixed up with some other so the quality is low.
