PC's for using Creative Cloud?

Hi, I've been using MacBook a long time but it only has 16GB memory and I cant expand. Want to get a pc bec need to relearn Windows also.

1. Which is the best pc for running Creative Cloud?

2. Any big downsides to using pc over macbook?

Sorry so vague - just a beginner hoping to dive into lots of the apps.

Definitely video and gen photography. Also infographics and presentations. Want to learn animation for these too.

Need to update Windows skills and my Mac wont expand beyond 16tGB which is very frustrating.
