Photoshop Cloud Storage stuck at 2GB

Hi,

I have Creative Cloud with my school and in Lightroom I have 100 GB of cloud storage. However, when I open up Photoshop, it says it's full and I only have 2 GB. Do I have to pay seperately even if Lightroom has the storage? Thanks!
